Start with the overview: Vacation-rental management in Osaka: the complete guide (scope, costs, choosing)"I want to start a vacation rental in Osaka, but I don't know where to begin." This page lays out the whole path — choosing a legal system, permits, costs, what to prepare, and where people stumble. TUPONT Inc. runs its own stays in Osaka City and also handles other owners' launch and ongoing management.
The three legal systems to know first
To operate legally in Osaka, you pick the system that fits your property. Zoning, the building, and allowed operating days all change which one suits you. Note that Osaka City stopped accepting new Special-Zone rental applications on May 29, 2026. Facilities certified on or before that date can keep operating as before, but for a new start in Osaka City the realistic choices are the Minpaku Act or a hotel license.
- Special-Zone rental (National Strategic Special Zone): the certification-based system Osaka City used to run, with no annual cap on operating days and requirements such as a minimum stay (2 nights / 3 days in Osaka City). Osaka City closed new applications on May 29, 2026; only facilities certified by then may keep operating, and new certification is no longer available.
- Housing Accommodation Business Act ("minpaku" law): notification-based and easier to start, but capped at 180 operating days a year.
- Hotel Business Act (simple lodging): permit-based. If zoning, structure and fire requirements are met, it runs with no day cap.
Five steps to opening
- 1) Legality check: zoning, building structure, fire safety, the management bylaws (for a condo) and the owner's permission (for a rental).
- 2) Choose the system that fits the property (Housing Accommodation / Hotel Business; Special-Zone is closed to new applications in Osaka City).
- 3) Apply/notify: prepare documents and drawings, meet fire-code compliance, and complete administrative procedures (with a licensed specialist where needed).
- 4) Prepare to open: furniture and amenities, photography, opening OTA accounts (Airbnb, etc.), listing creation, and pricing.
- 5) Start operating: handle bookings, cleaning, pricing and P&L yourself, or hand it to a management company.
How costs work (setup and fees)
Opening involves setup costs — furniture, amenities, photography, and where needed fire equipment or interior work. Amounts vary widely by property, so there's no single standard.
Management fees are commonly said to run about 10–20% of accommodation revenue. But what matters more than the rate is the base it applies to, which changes your take-home — so don't compare on rate alone (TUPONT charges 15% on the total of accommodation plus cleaning fees, with zero setup cost). Actual returns differ by property, so we estimate individually in a free assessment.
Which areas and properties suit Osaka vacation rentals
Osaka has many areas with year-round demand — around Umeda, Namba, USJ, and access to Kansai International Airport. On the other hand, many condominiums prohibit short-term rentals in their bylaws, and properties that don't meet zoning, road-access or fire requirements may not qualify for any system. Whether a property suits a vacation rental is judged on both local demand and legality.
Common mistakes
- Skipping the legality check, then finding out later that no system applies to the property.
- Missing a condo bylaw ban, or renting without the owner's permission.
- Launching without a cleaning and guest-response setup, so reviews slip and occupancy falls.
- Leaving prices fixed and missing the peaks and troughs of demand.
- Not making the P&L visible and deciding by gut feel.
Run it yourself, or use a management company
Day-to-day operation — marketing, pricing, multilingual guest response, cleaning, and P&L — is a lot of work, and a burden if you live far away or have a main job. A management company lets you hand off the daily work, keeping only the property itself and the early decisions. TUPONT Inc. supports the whole arc, from the legality check through launch and ongoing management.
Even at the "I want to start with my property" or "I just want to sort out what to do first" stage, our free assessment tells you whether the property suits a vacation rental, which system applies, and its earning potential — individually. No pushy sales (phone: 090-5904-9988).
