Note: Osaka City stopped accepting new special-zone (Kokka Senryaku Tokku) applications on 29 May 2026; already-certified properties may continue. New entrants use the Minpaku Act or a hotel license.

According to the City of Osaka's facility lists (as of May 31, 2026), Suminoe has 156 special-zone minpaku facilities (13th of 24 wards), 11 registered minpaku under the Private Lodging Business Act (21st) and 11 hotel-business licenses, of which 1 is a simple lodging (18th). Across the three systems that is 178 facilities, only about 1.4 percent of the city total (8,887 special-zone, 2,211 Private Lodging Business Act and 1,861 hotel-business facilities, 12,959 in all). The ward's population of 117,115 is about 4.2 percent of the city's 2,800,553, and its area is the largest in the city, so relative to its population and size, lodging supply here is thin.

Looking at the breakdown, 156 of the 178 facilities (about 88 percent) are special-zone minpaku, while Private Lodging Business Act registrations and hotel-business licenses are just 11 each. Since new special-zone applications are no longer accepted, anyone starting in the ward now will compete with the 156 existing special-zone facilities while entering through either the Private Lodging Business Act route, with only 11 registrations so far, or the hotel-business route, where there is only one simple lodging. The ward's 156 special-zone facilities are about 1.8 percent of the city's 8,887, so this is not a dense market, and it is reasonable to see it as one where the quality of the route to the venue and the ability to host event-time guests matter more than price competition.

Who stays in Suminoe

The core guests in Suminoe are exhibitors and attendees of trade shows at Intex Osaka. According to Intex Osaka's official access guide, it takes about 40 minutes and 290 yen from Umeda via the Midosuji Line, Chuo Line and New Tram, about 40 minutes and 290 yen from Namba, and about 45 minutes and 340 yen from Shin-Osaka via the Midosuji Line. The nearest stations are Nakafuto on the New Tram (about 5 minutes on foot), Trade Center-mae (about 8 minutes) and Cosmosquare (about 9 minutes). Because the city center is roughly 40 minutes away each way, exhibitors and setup crews who commute to the venue every day of a show have a strong reason to stay nearby, and this is the foundation of lodging demand in the ward.

Intex Osaka's official FAQ also advises Osaka Metro Chuo Line users to get off at Cosmosquare Station, because depending on the event the transfer to Nakafuto Station can take extra time. In other words, during a show guests care not only about how close a station is but also which station and which transfer they use to reach the venue. The New Tram runs from Cosmosquare (P09) to Suminoekoen (P18), with intermediate stops including Trade Center-mae, Nakafuto, Ferry Terminal and Nankoguchi, and at Suminoekoen you can transfer to the Yotsubashi Line (Y21).

Seasonality here is not the sightseeing type; it is better read as event-driven, tracking the Intex Osaka schedule. The City of Osaka describes the Sakishima Cosmosquare district as a mixed-use area combining international exchange and trade functions with residential functions, and facilities such as ATC, the observation deck of the Osaka Prefectural Sakishima Building (Cosmo Tower) and hotels are concentrated there. The Chuo Line has also been extended from Cosmosquare to Yumeshima, with a surcharge applied on the extended section. Since future developments on the Yumeshima side are unconfirmed, it is prudent not to build them into projections and to plan around the event demand that can be verified today.

Which properties work here

Suminoe covers 20.68 square kilometers, the largest of Osaka's 24 wards, and its character varies greatly from place to place. The ward was created in 1974 when it split from Sumiyoshi Ward, and Nanko Port Town opened in 1977. At the same time, from the mid-1950s to around 1967, timber-related industries were relocated here from Taisho Ward through land readjustment projects, and the ward also holds port and industrial land facing Osaka Port on its west side. Properties that suit short-term rentals are those where, rather than being misled by the sheer size of the ward, you can narrow down to locations with a short route from a New Tram or Yotsubashi Line station to the venue.

By property type, in Nanko Port Town, which was developed as a planned residential district, the first step for an apartment unit is confirming that the building's management rules do not prohibit short-term rentals. The area around Suminoekoen Station, an interchange between the Yotsubashi Line and the New Tram, gives easy access to both the city center and the venue. Note, however, that exit 3 of the station is inside Oscar Dream and Boat Race Suminoe is nearby, so you should check on site how crowds and noise on race days would be perceived.

As for zoning, under the City of Osaka's ordinance a Private Lodging Business Act minpaku cannot operate at any time in Category 1 and 2 low-rise residential zones or Category 1 and 2 medium-to-high-rise residential zones (except on residential lots that adjoin, in whole or in part, a road at least 4 meters wide). Within 100 meters of the grounds of an elementary or compulsory-education school, operation is not allowed from noon Monday to noon Friday. We could not confirm the distribution of zoning categories within Suminoe in this research, so be sure to check the lot and the width of the fronting road on the City of Osaka's zoning map before buying or leasing. Garbage disposal also differs between the large-scale housing estates of Nanko and the established residential neighborhoods in collection methods and neighborhood scrutiny, so you will need to follow the rules of the ward office or the management association for each property.

Rules and paperwork to watch

The nearest stop to the Suminoe Ward Office is not a rail station but the Osaka City Bus stop 'Suminoe Kuyakusho-mae'; the ward office itself is some distance from any rail station. If you plan to visit the office for pre-filing consultations or to gather materials for neighborhood briefings, allow for the travel time from the station. The City of Osaka also adopted the Cosmosquare District Basic Plan for Transportation Barrier-Free Access in April 2025 and is improving guidance signage at the connection between the Chuo Line and New Tram Cosmosquare stations. Since wayfinding around the venue may change, review the station directions in your house manual periodically.

Ward-specific administrative notices (such as warnings about neighborhood disputes) and detailed filing counts within the ward could not be confirmed in this research. We recommend checking the latest information in the Osaka City Public Health Office's registration lists and ward office guidance before getting started.

FAQ — management in Suminoe

  • Demand concentrates around trade shows and events at Intex Osaka. Pricing tuned to the event calendar plus group/long-stay support lifts rate and occupancy. We'll estimate the potential in a free assessment.

  • To smooth it out, in quieter periods we target Cosmosquare, city-center access and tourism demand with pricing and listing strategy, filling gaps via multiple OTAs and multilingual support.

  • It depends on your goal. Suminoekoen is an interchange between the Yotsubashi Line and the New Tram, with easy access to both the city center and the venue, making it easier to pick up regular tourist demand as well. The Nanko side near Nakafuto (about 5 minutes on foot) and Cosmosquare (about 9 minutes) captures event-period demand more directly. Intex Osaka's official FAQ advises Chuo Line users to get off at Cosmosquare because, depending on the event, the transfer to Nakafuto can take extra time, so it is helpful to also describe the walking route from Cosmosquare Station in your guest instructions.

  • Suminoe has the largest area in the city and mixes residential neighborhoods, a planned housing district and industrial land, partly because from the mid-1950s to around 1967 it received timber-related industries relocated from Taisho Ward. Under the City of Osaka's ordinance, a Private Lodging Business Act minpaku cannot operate at any time in exclusive residential zones (Category 1 and 2 low-rise, Category 1 and 2 medium-to-high-rise), except on residential lots adjoining a road at least 4 meters wide, and cannot operate from noon Monday to noon Friday within 100 meters of an elementary school. Since the distribution of zoning within the ward could not be confirmed in this research, we recommend verifying the exact lot and the width of the fronting road on the City of Osaka's zoning map before signing any contract.
