Note: Osaka City stopped accepting new special-zone (Kokka Senryaku Tokku) applications on 29 May 2026; already-certified properties may continue. New entrants use the Minpaku Act or a hotel license.

In Osaka City's facility list as of May 31, 2026, Minato has 289 special-zone (tokku) minpaku facilities (9th of 24 wards), 108 private-lodging (Minpaku Act) registrations (6th) and 55 hotel-business licenses, of which 12 are simple lodgings. As shares of the city total, that is 3.3% of tokku minpaku (289 of 8,887), 4.9% of private-lodging registrations (108 of 2,211) and 3.0% of hotel-business licenses (55 of 1,861). Minato ranks and weighs a notch higher in private lodging than in tokku minpaku. With tokku minpaku at 9th of 24 wards and only 3.3% of the city total, Minato is not one of the top-tier clusters.

Looking at the mix within the ward, of the 452 facilities across the three systems, roughly 64% are tokku minpaku, 24% private lodging and 12% hotel-business. Since new tokku minpaku applications have closed, anyone entering now will operate under the Minpaku Act (180-day annual cap) or a hotel-business license. Of Minato's 55 hotel-business licenses, 12 are simple lodgings and the remaining 43 are other license types such as hotels and ryokan. If you want to operate year-round beyond 180 days, it is worth confirming first whether the zoning and building allow a simple-lodging license.

Who stays in Minato

A key factor for lodging demand in Minato is the Osaka Metro Chuo Line, which runs east-west through the ward and was extended from Cosmosquare to Yumeshima (3.2 km) on January 19, 2025. The extension is the rail route running directly into the Expo site, and Osaka Metro also positions it as the access line for the planned integrated resort (IR) on Yumeshima. Because Bentencho, Asashiobashi and Osakako stations all reach Yumeshima with no transfer, Minato can serve guests who choose to stay midway between central Osaka and Yumeshima.

Air and sea connections are another distinctive feature. Limousine buses from Kansai International Airport run directly to the Tempozan (Kaiyukan) stop, while Osaka City Bus route 88 from Osaka Station and route 60 from Namba Station reach Tempozan Harbor Village. For overseas families unfamiliar with the rail network or travelers with large luggage, getting into the ward from the airport without changing vehicles is a real reason to book here. In addition, the Tempozan Passenger Terminal reopened after renovation in May 2024, and the ward describes it as a facility that can receive some of the world's largest cruise ships, so pre- and post-cruise overnight stays are a demand source worth watching.

In the center of the ward stand the Osaka Municipal Central Gymnasium and Osaka Pool, an area the ward describes as a major hub for international sports. During competitions and events they bring a different guest profile from family tourism: athletes, officials and supporting relatives. Theme-park and aquarium demand tends to concentrate on weekends and school holidays, whereas sports events and cruise calls can fall on weekdays, so combining several demand sources to smooth occupancy is a practical approach in Minato.

Which properties work here

Minato is a long, narrow ward running east to west between the Ajigawa and Shirinashi rivers, with an area of 7.86 square kilometers. Rail and road access have been well developed since the JR Osaka Loop Line and the subway Chuo Line opened in 1961; Bentencho Station, where the two lines cross, is the transport hub, fronted by high-rise towers such as Osaka Bay Tower. From a guest's point of view, the first decision is whether to lean toward Bentencho (Loop Line and Chuo Line interchange) or Osakako (in front of Kaiyukan, toward Yumeshima). Bentencho suits guests touring the whole city, while Osakako suits families who want to be close to the attractions and the bus stops.

As for property type, detached houses and whole buildings that can accommodate a full family or group are a natural fit if you are targeting that demand. If you are considering a condominium unit, check before purchasing or signing that the building's management rules do not prohibit private lodging or hotel-type use. Minato is also the ward that holds the Port of Osaka, with port functions concentrated along its waterfront. Depending on the zoning, a hotel-business license may not be obtainable or private-lodging operations may face restrictions, so we recommend confirming each property's zoning on Osaka City's urban-planning map before committing.

Operationally, serving guests who arrive by car matters more here than in most wards. The Tempozan exit of the Hanshin Expressway is close by, and the Tempozan parking lot holds about 1,000 vehicles (8:00 to 23:00, daily maximum 2,000 yen on weekdays and 2,500 yen on weekends and holidays). If your property has no parking, prepare guidance on nearby coin parking in advance to avoid friction. For each property, organize the night-time walking route from the bus stop, the issue of rolling-suitcase noise and the garbage collection days and locations so that you can explain them concretely to neighbors.

Rules and paperwork to watch

At this time we have not been able to confirm any primary-source announcements or local rules on private lodging issued specifically for Minato by the ward office or the Osaka City Public Health Office. Procedures therefore follow the city-wide framework. Under Osaka City's ordinance, private lodging is prohibited year-round in Category I and II low-rise and Category I and II mid/high-rise exclusive residential zones (except for areas where the residential site fronts a road at least 4 meters wide), and within 100 meters of an elementary or compulsory-education school site it is restricted from Monday noon to Friday noon. Because Minato's waterfront concentrates port functions, check the zoning of each individual property on Osaka City's urban-planning map for any restrictions. For condominium units, reviewing the management rules and consulting the owners' association in advance are essential.

With developments such as the Chuo Line extension to Yumeshima in January 2025 and the reopening of the Tempozan Passenger Terminal in May 2024, inbound traffic patterns in Minato are likely to keep changing. Check the latest regulatory information on Osaka City's official pages and consult the relevant desk in advance on anything unclear.

FAQ — management in Minato

  • It draws families and groups visiting Kaiyukan and USJ. The right space and amenities for the party size, plus peak-season pricing, lift rate and occupancy. We'll estimate the potential in a free assessment.

  • Yes. We tune pricing to USJ peak seasons and events and use multiple OTAs with multilingual support to capture domestic and overseas visitors, drawing on the demand patterns we know from the Konohana (USJ) area.

  • Minato can expect guests arriving by limousine bus from Kansai Airport or city bus toward Tempozan, and by car via the Tempozan expressway exit. Explaining concretely, for each property, the walking route from the bus stop or parking lot, the request for quiet on late-night arrivals, how rolling suitcases are handled, and the garbage collection days and locations makes it much easier to gain neighbors' understanding. For condominium units, also review the management rules and consult the owners' association in advance.

  • It depends on your target guests. Bentencho is the transport hub where the JR Osaka Loop Line and the Osaka Metro Chuo Line cross, so it suits guests touring the city and those heading to Yumeshima without a transfer. Osakako is the closest station to Kaiyukan (about a 5-minute walk from Exit 1) and near the Kansai Airport limousine and city-bus stops, so it suits families with large luggage and guests arriving by car. We recommend choosing based on who you want to host.
