There are three main systems for starting a rental in Osaka. Your choice changes the day cap, the procedures and which properties fit. Here's how they differ, from the perspective of a company operating certified facilities.

The three systems

  • Special-Zone Minpaku: available in Osaka City; certification-based with no day cap — ideal for maximizing occupancy (has minimum-stay requirements)
  • Private Lodging Business (Minpaku Act): up to 180 days/year; notification-based and easy to start in many areas
  • Hotel Business (simple lodging): license-based; has zoning/structure/fire requirements but no day limit

How to choose

To maximize occupancy, the no-day-cap Special-Zone or Hotel Business systems are strong. Special-Zone is common in Osaka City, and TUPONT's own stays hold this certification. Depending on area and building, Hotel Business can fit better. The starting point is checking the property's zoning, structure and fire requirements.
