Using a Vacant House or Owned Property in Osaka as a Vacation Rental: Benefits and Cautions

· TUPONT Inc.

Start with the overview: Vacation-rental management in Osaka: the complete guide (scope, costs, choosing)

Some owners have inherited a family home nobody lives in anymore; others have a house left empty after a move, or a rental unit that's hard to fill with tenants. Osaka has no shortage of owners holding this kind of 'unused property.' The longer a vacant house sits, the more it risks physical decay and friction with neighbors — but selling it or leasing it out long-term aren't the only options; running it as a vacation rental is another path. Here, from the perspective of a company that actually operates its own stay in Osaka City, we lay out the benefits and cautions of putting a vacant house or owned property to work as a vacation rental, how to check its legal eligibility, and the steps from opening through ongoing operation.

Benefits and cautions of using a vacant house as a vacation rental

The biggest benefit is that you can try monetizing the property while keeping ownership, instead of selling it outright. Unlike a standard lease, it centers on short-term stays that make use of existing furniture and interiors, which can make it workable even for an inherited home still full of belongings, or an older house where the cost of restoring it to move-in condition is hard to predict. Multilingual support can also capture demand from overseas guests — a strength depending on location.

That said, a vacation rental doesn't suit every property. Honestly: depending on the zoning, a Hotel Business license or a Minpaku Act notification may not be approved at all, or may come with limits on operating days. Many condominiums prohibit vacation rentals outright in their management rules, and a leased property can't be sublet as a rental without the owner's consent. Properties that don't meet road-access, structural or fire-safety requirements, ones packed tightly among neighbors, or ones in areas with little tourism or business-travel demand also tend to struggle with occupancy, and often aren't a good fit.

Selling means giving up the property entirely, and a standard lease carries its own concerns — vacancy risk, restoration costs when a tenant leaves. Using it as a vacation rental is a third option, different from either, and which one fits depends on the property's condition and your goals — it isn't something we can flatly call better or worse.

First, check legal eligibility (Minpaku Act or hotel license)

There are broadly three systems for running a vacation rental, but Osaka City's Special-Zone Minpaku (National Strategic Special Zone) stopped accepting new applications on May 29, 2026, and only facilities certified by then continue under it. For a vacant house or owned property starting now, the realistic choices are therefore two. The Minpaku Act (private lodging business) is notification-based and easier to start, but caps annual operating days at 180. Hotel Business (simple lodging) is license-based, with no day limit once zoning, structural and fire-safety requirements are met.

For a vacant house or an owned property, which system actually applies depends on several factors together: the property's zoning, the building's structure and fire resistance, its fire-safety equipment, the management rules if it's a condominium, and the owner's intentions if it's a leased unit. An old inherited detached house and a condominium unit can clear different systems and carry different cautions. Skipping this step often means discovering later that 'this property can't use that system' — so it's the first thing to confirm.

Steps to opening

  • 1) Property survey and eligibility check (zoning, building structure, management rules, neighborhood)
  • 2) Choosing the system that applies; preparing documents and drawings
  • 3) Fire-code compliance and filing with the authorities (with specialists as needed)
  • 4) Clearing out remaining belongings and cleaning; furniture, amenities, photography
  • 5) Listing on OTAs (booking sites) and setting prices
  • 6) Launch (can roll straight into management on handover)

Dividing roles when you hand vacation-rental operation to a manager

Even as the owner, handling day-to-day bookings, cleaning and pricing yourself is a heavy load — especially when the vacant house isn't somewhere you live nearby, where it's often simply not realistic. When you use a management company, the owner's role narrows mainly to providing the property, making early decisions (choosing the system, confirming the budget), and cooperating on paperwork during licensing.

  • Owner: provides the property; makes early decisions such as choosing the system and confirming the budget; cooperates on licensing documents
  • Manager: detailed eligibility checks, furniture/amenity setup, OTA listing and multilingual support, pricing, arranging cleaning, guest support, sharing P&L
